All the letters of the alphabet, except for the Z, are printed above or below the line. Where does the Z belong and why?

Well, there's probably another reason, but I say below, because all the sequences on the topside (except for the single letters) are in even-numbered groups, whereas *all* the sequences on the bottom side are in odd-numbered groups.

Z belongs in the top line. All the letters in the top line is written with "straight" lines.
The letters below all have "curves".

Ok, that might not be the right way to put it, but I dont know any other way to do it :D
