A child is born in Boston, Massachusetts to parents who were both born in Boston, Massachusetts. This child is not an American citizen. How is this possible?

Because the parents weren't citizens

The kid was born before the United States was a country (before the American Revolution).

JB, The parents were born in Boston so that would make them citizens IF Panda wasn't (sort of) right.
The child was born before 1776, the year of the Declaration of Independance so He'd be British.

No. He'd be a colonial americal. He would not be a US Citizen as the US didn't exist but he is not British as he was not born in Britain.
