since i havent completed all of the training missions do i do that to get sniper or use the cheat?

You do not need the sniper qualification to play on -=DoW=- servers one will be given to you automaticly.But to play on any other server other than weapon cheats you will need to qualify sniper to get it.

when i go to training advanced marksmenship is NOT AVAILABLE.. is there something else i need to do i did tall the training missions except for the online one thingys

You have to get 36/40 on the rifle range to be able to do the sniper training.
