Tell him to explore any avenue that will get a demo on the desk of one of those record producers.

He sounds like he has some talent, so another idea is to go it alone. Get some of the best stuff lined up. Speak to family and close friends who believe, friends who want to make some money and go out and cut a record. Push it to death on as many Stations that you can get to play it. After all it's free.
